Web &#8220;content&#8221; generally refers to the information in a web page or web application, including:<\/p>\n<ul class=\"listafterpul\">\n<li>natural information such as text, images, and sounds<\/li>\n<li>code or markup that defines structure, presentation, etc.<\/li>\n<\/ul>\n<h2><a name=\"for\"><\/a>Who WCAG is for<\/h2>\n<p class=\"listintro\">WCAG is primarily intended for:<\/p>\n<ul class=\"listafterpul\">\n<li>Web content developers (page authors, site designers, etc.)<\/li>\n<li>Web authoring tool developers<\/li>\n<li>Web accessibility evaluation tool developers<\/li>\n<li>Others who want or need a standard for web accessibility, including for mobile accessibility<\/li>\n<\/ul>\n<p>Related resources are intended to meet the needs of many different people, including policy makers, managers, researchers, and others.<\/p>\n<p class=\"listintro\">WCAG is a technical standard, not an introduction to accessibility. For introductory material, see\u00a0<a href=\"http:\/\/www.w3.org\/WAI\/WCAG20\/wcag2faq.html#start\">Where should I start? in the FAQ<\/a>.<\/p>\n<h2><a name=\"whatis2\"><\/a>What is in WCAG 2.0?<\/h2>\n<p><strong><a href=\"https:\/\/www.w3.org\/TR\/WCAG20\">WCAG 2.0<\/a><\/strong>\u00a0is a stable, referenceable technical standard. It has 12 guidelines that are organized under\u00a0<a href=\"http:\/\/www.w3.org\/TR\/UNDERSTANDING-WCAG20\/intro.html#introduction-fourprincs-head\">4 principles: perceivable, operable, understandable, and robust<\/a>. For each guideline, there are testable\u00a0<em>success criteria<\/em>, which are at\u00a0<a href=\"http:\/\/www.w3.org\/TR\/UNDERSTANDING-WCAG20\/conformance.html#uc-levels-head\">three levels: A, AA, and AAA<\/a>.<\/p>\n<p>For a short summary of the WCAG 2.0 guidelines, see\u00a0<a href=\"http:\/\/www.w3.org\/WAI\/WCAG20\/glance\/\"><strong>WCAG 2.0 at a Glance<\/strong><\/a>.<\/p>\n<p>To learn about web accessibility principles and guidelines, see\u00a0<a href=\"http:\/\/www.w3.org\/WAI\/intro\/people-use-web\/principles\"><strong>Accessibility Principles<\/strong><\/a>.<\/p>\n<p>The WCAG 2.0 supporting technical materials include:<\/p>\n<ul class=\"listspaced\">\n<li><a href=\"http:\/\/www.w3.org\/WAI\/WCAG20\/quickref\/\"><strong>How to Meet WCAG 2.0<\/strong>: A customizable quick reference to Web Content Accessibility Guidelines 2.0 requirements (success criteria) and techniques<\/a>\u00a0is essentially the\u00a0<a href=\"http:\/\/www.w3.org\/WAI\/WCAG20\/quickref\/\" class=\"novisuallink\">WCAG 2.0 checklist<\/a>. Most people use this quick references as the main resource for working with WCAG.<\/li>\n<li><a href=\"https:\/\/www.w3.org\/TR\/WCAG20-TECHS\/\"><strong>Techniques for WCAG 2.0<\/strong><\/a>\u00a0gives you specific details on how to develop accessible Web content, such as HTML code examples. The techniques are &#8220;informative&#8221;, that is, you do not have to use them. The basis for determining conformance to WCAG 2.0 is the\u00a0<em>success criteria<\/em>\u00a0from the WCAG 2.0 standard, not the techniques.
