He is a Professor of Public Finance at Georgetown University and a Senior Consultant to the Inter-American Development Bank. He holds a Ph.D. in Government (Public Finance) from the London School of Economics and an M.A. in Political Economy from Georgetown University.<\/p>\n<\/div><\/div>\n<p><strong>Moderator<\/strong><\/p>\n<div class=\"prpl-row\"><div class=\"prpl-column two-fifths\">\n<figure class=\"responsive-image-holder wp-caption alignnone\"><img decoding=\"async\" class=\"mlt-responsive-image\" data-original-image=\"\/rigs\/wp-content\/uploads\/sites\/232\/2025\/01\/carnevali.jpg\" src=\"\/responsive-media\/cache\/rigs\/wp-content\/uploads\/sites\/232\/2025\/01\/carnevali.jpg.0.1x.generic.jpg\"\/><\/figure>\n<\/div><div class=\"prpl-column three-fifths\">\n<p><a href=\"https:\/\/www.montclair.edu\/profilepages\/view_profile.php?username=torocarnevaa\">Professor Toro Carnevali<\/a> teaches courses in politics, international security, diplomacy, and Latin American politics at Montclair. He coordinates the Graduate Program, the Minor in Global Security and Diplomacy, and the Model United Nations Pre-College Summer program. Prior to academia, he worked for many years as a Venezuelan diplomat at the United Nations, where he negotiated key treaties like the Arms Trade Treaty (2014) and the Nuclear Weapons Ban Treaty (2017). He served as Deputy Political Coordinator of Venezuela at the Security Council and was vice-president of the General Assembly\u2019s First Committee on Disarmament and International Security.
