  {"id":21875,"date":"2025-09-19T09:08:41","date_gmt":"2025-09-19T13:08:41","guid":{"rendered":"https:\/\/www.montclair.edu\/sponsored-programs\/?page_id=21875"},"modified":"2026-01-21T09:41:58","modified_gmt":"2026-01-21T14:41:58","slug":"research-security-training","status":"publish","type":"page","link":"https:\/\/www.montclair.edu\/sponsored-programs\/research-security-training\/","title":{"rendered":"Research Security Training"},"content":{"rendered":"<p>The federal government has mandated <strong>Research Security Training (RST) for \u201ccovered individuals\u201d<\/strong> on proposal applications to several federal agencies as part of the government\u2019s broader effort to promote research integrity and security across federally funded projects in accordance with the <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/42\/19234\">CHIPS and Science Act of 2022<\/a>. Covered individuals on these applications are defined as PIs, co-PIs, and key\/senior personnel, who must document that they have completed research security training within the previous 12 months. Additionally, certain technical personnel, such as postdoctoral researchers or graduate students, <em>could<\/em> fall under this category if their contributions to the research are substantial.<\/p>\n<p>This requirement takes effect as follows:<\/p>\n<ul>\n<li>All National Science Foundation (NSF) proposal applications on, or after October 10, 2025<\/li>\n<li>All National Institutes of Health (NIH) proposals on, or after May 25, 2026<\/li>\n<li>All U.S. Department of Energy (DOE) proposal applications on or after May 1, 2025<\/li>\n<li>All United States Department of Agriculture (USDA) proposal submissions related to research and development (R&amp;D) or Science and Technology (S&amp;T) on or after July 8, 2025.<\/li>\n<\/ul>\n<p>We anticipate that other federal agencies will enact similar requirements in the very near future, and will provide updates as these details become available.<\/p>\n<p>Prior to proposal submission the Office of Sponsored Programs will be required to certify that all covered personnel have completed research security training.<\/p>\n<p><strong>All covered individuals must upload completion certificates to the Institutional Processing Form\/Proposal Attachments Section in CAYUSE SP prior to routing and their proposal for review and approval.<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline\"><em>To maintain compliance with this federal mandate, proposals without completed certifications or with expired certifications, will not be submitted until these requirements are fulfilled. <\/em><\/span><\/strong><\/p>\n<h2>Training Details:<\/h2>\n<h3><span style=\"text-decoration: underline\">When to complete this training<\/span><\/h3>\n<p>We encourage anyone who is contemplating or actively planning a future submission to the NSF, NIH, Department of Energy, or USDA, to complete this training as soon as possible. All covered persons must complete the training BEFORE a proposal can be submitted.<\/p>\n<ul>\n<li><strong>Deadline:<\/strong> Must be completed within the 12 months preceding the date of proposal submission.<\/li>\n<li><strong>Annual Recertification Required:<\/strong> Please note that this training must be be completed <em><strong>annually<\/strong><\/em> to be eligible for proposal submission.<\/li>\n<\/ul>\n<h3><span style=\"text-decoration: underline\">How to complete this training<\/span><\/h3>\n<p>Montclair has subscribed to the Collaborative Institutional Training Initiative (CITI) Program\u2019s \u201c<strong>Research Security Training Combined<\/strong>\u201d online module, which is compliant with the RST mandate. Steps to register, subscribe to the course, and document your compliance are provided below.<\/p>\n<p>The program will take approximately one hour to complete. The material is presented in an audio-visual format, with questions. Please save your completion certificate as a PDF file, which is necessary for documenting your compliance with the Office of Sponsored Programs (OSP).<\/p>\n<h3><span style=\"text-decoration: underline\"><strong>Topics Covered:<\/strong><\/span><\/h3>\n<ul>\n<li>Introduction to Research Security<\/li>\n<li>Importance of Disclosure<\/li>\n<li>Risk Mitigation and Management<\/li>\n<li>International Collaboration<\/li>\n<li>Additional Resources<\/li>\n<\/ul>\n<h3><span style=\"text-decoration: underline\">Steps to Register with CITI, Log-In, and access the Research Security Course Program:<\/span><\/h3>\n<ul>\n<li><strong>STEP 1:<\/strong> <a rel=\"noopener\" href=\"https:\/\/www.citiprogram.org\/index.cfm?pageID=154&amp;icat=0&amp;ac=0&amp;region=1&amp;message=0\" target=\"_blank\">Register<\/a> with CITI using your ÌÇÐÄvlog affiliation<\/li>\n<\/ul>\n<p>To begin, select the \u201cOrganizational Affiliation Button\u201d and type in ÌÇÐÄvlog in the provided search field. Follow the remaining prompts\/instructions.<\/p>\n<ul>\n<li><strong>STEP 2:<\/strong> <a rel=\"noopener\" href=\"https:\/\/about.citiprogram.org\/\" target=\"_blank\">CITI Login<\/a><\/li>\n<li><strong>STEP 3:<\/strong> Select Course:\n<ul>\n<li>Once logged in, under your institutional affiliation for ÌÇÐÄvlog, click on \u201cview courses.\u201d<\/li>\n<li>On the next page, scroll down to \u201cadd a course.\u201d<\/li>\n<li>Scroll down the list of and choose \u201cResearch Security Training Combined\u201d to add the course.<\/li>\n<\/ul>\n<\/li>\n<li><strong>STEP 4:<\/strong> Document your compliance with RST\n<ul>\n<li>The RST mandate requires the Office of Sponsored Programs to certify that all covered personnel have completed research security training.
