Biography

Victoria Freeland, MS, CHES, is a public health practitioner whose work focuses on reproductive health, health education, and community‑based capacity building across clinical, academic, and nonprofit settings. She currently serves as the Director of Strategic Partnerships and Community Relations at ÌÇÐÄvlog’s College for Community Health, where she leads initiatives that strengthen university–community collaboration, expand applied learning opportunities, and advance equitable health outcomes across New Jersey.

Victoria’s professional background includes extensive experience in program design, management, and organizational financial and operational resilience, with a focus on strengthening systems that support sustainable, equitable public health delivery. Prior to joining ÌÇÐÄvlog, she served as the Director of Education at Planned Parenthood of Tennessee and North Mississippi. In this role, she supervised a multi‑state education team, directed $800,000 in federal program funding, and co-authored grant proposals that secured more than $2 million in federal and private support. Her leadership contributed to a 175% increase in program participation and the distribution of 1.6 million mutual aid supplies across Tennessee, Mississippi, and Arkansas, significantly expanding access to reproductive and sexual health resources in rural communities.

Victoria previously held roles in clinical operations and public health training, including serving as a Training Manager for Public Health Solutions’ Title X and Family Planning Capacity Building Programs in New York City. There, she developed continuing education modules for a network of 300+ healthcare providers, supported CME accreditation processes, and contributed to statewide quality improvement initiatives. Her earlier work with the South Carolina Initiative supported contraceptive access expansion across 12 rural Federally Qualified Health Centers, enhancing provider capacity and improving reproductive autonomy for patients across the state.

Her academic and professional contributions include presentations, interviews, and media engagements that highlight her expertise in reproductive health policy, contraceptive access, and community health systems. Her work has been featured by Fox 17, WBIR, A More Perfect Union, and the Memphis Flyer, and she has presented at the University of Tennessee College of Law, Planned Parenthood Federation of America, and multiple national public health forums. She is also a co-author of research posters presented at the National Network of Public Health Institutes’ Open Forum and the New York State Health Foundation Population Health Summit.

She holds a Master of Science in Health Education and Behavior from the University of Florida, and a Bachelor of Science in Public Health from Rutgers University, Edward J. Bloustein School of Planning and Public Policy.
